It sure has the budget, the effects and the travelling, but it's doesn't have the talent or the ability to string scenes or shots in an efficient manner. For a war movie, Wings just doesn't know what it's going for, sometimes borrowing elements from burlesque comedy and Hollywood glamour. It can only stage and understand the horrors of war in the very last quarter - just to undermine such moments right after.
